She got out of the car and did not comply with an officer's demand to get back in the vehicle. The 5-foot-4-inch woman was slammed to the ground and handcuffed by at least one officer. While being led to the patrol car, an officer slammed her to the ground again. <br /><br /><div>The incident was captured by a surveillance camera at a nearby restaurant. <br /><br /><div>The officers involved were removed from patrol duty pending an investigation, and their supervising captain was transferred. Beck said the videotape raised serious concerns and ordered it shown at officer roll calls throughout the department. <br /><br />In one incident, Alesia Thomas died in a squad car July 22 after struggling with officers trying to arrest her on suspicion of child endangerment.<br /><br /><div>During the struggle to get Thomas into the patrol car, a female officer was captured by the car's video camera threatening to kick Thomas in the groin if she did not obey, and then she made good on the threat. A short while later, Thomas stopped breathing. The coroner has not determined what caused her death.</div><br /><div>In a third incident, college student Ronald Weekley Jr. was stopped Aug. 18 by officers for riding his skateboard on the wrong side of the street. A bystander's cellphone video appears to show that an officer punched the 20-year-old in the face while he was on the ground being handcuffed with four officers on top of him. He said he suffered a broken nose and cheekbone. <br /><br /><div>Weekley was arrested on suspicion of resisting arrest. Police have launched an internal investigation to determine whether excessive force was used, but the officers involved remain on duty.  "These are unarmed, handcuffed suspects. The victim’s family have filed a wrongful death lawsuit against the Sheriff's Department and accused Wood of negligence. So Milwaukee County Deputy Joseph Quiles arrested her for drunk driving anyway.<br /><br /> Tanya Weyker said those charges were held over her head for nearly a year after blood tests proved she was sober. That didn’t stop the county from sending threatening letters saying it would take legal action if Weyker didn’t pay for the damages<br /><br /> Officials said he pulled out into the street and t-boned a passing car, sending it spinning into a tree.<br /><br />In his official report, Deputy Joseph Quiles made a note that Weyker’s speech was slurred, she had a light odor of alcohol, and her eyes were red and glassy, then arrested Weyker and initially accused her of five charges, including drunk driving causing injury.<br /><br />Deputy Joseph Quiles report stated he stopped at the sign and then pulled out into the street.<br /><br />However, a surveillance camera showed his car rolling through the stop sign without stopping. <br /><br /><a href="http://fox6now.com/2014/05/01/sober-driver-arrested-for-owi-when-deputy-crashes-into-her/">http://fox6now.com/2014/05/01/sober-driver-arrested-for-owi-when-deputy-crashes-into-her/</a><br /><br /><br /></div><script height="410px" src="http://player.ooyala.com/iframe.js#pbid=f7575286f810429a979346d9a69caaef&ec=Fpd2pxbTrCMG3zz-2u2d6XZEHOnJCmX_" width="680px"></script></div><br /><br />Lawyers filed a federal civil rights lawsuit Tuesday on behalf of a Franklin woman who was severely injured and falsely accused of drunken driving after an on-duty Milwaukee County sheriff's deputy crashed into her and lied about causing the accident. <br /><br />The federal lawsuit contends that Deputy Joseph Quiles conspired with fellow deputies and supervisors to cover up his actions and shift the blame to the woman, Tanya Weyker. <br /><br /></div>The lawsuit contends that county officials knew of video footage within a week of the crash that showed Quiles was at fault, but continued to pursue criminal charges and citations against Weyker. It also contends that Milwaukee County Sheriff David A. Clarke Jr. either knew or should have known of the misconduct of his subordinates. <br /><br />Also named in the lawsuit are deputies Byron Terry and Scott Griffin, who arrested Weyker; their supervisor, Sgt. Matthew Paradise, and Milwaukee County.<br /><br /></div>Video of the crash, which occurred on S. Howell Ave. and E. Hutsteiner Drive near Mitchell International Airport, also showed that Quiles lied when he said he stopped at a stop sign. The squad car crash, which occurred about 11:30 p.m. Feb. 20, 2013, was investigated by the Milwaukee Police Department, which is standard procedure for the sheriff's office, Clarke has said. <br /><br />Milwaukee police officer James Johnson wrote an accident report on Feb. 21, 2013, and did not issue any tickets in the crash because of the conflicting statements from those involved. At the time, the officer did not have access to the video evidence, and in his report, he noted that Griffin had arrested Weyker. <br /><br />On March 5, 2013, blood results from the state lab showed Weyker had no alcohol or drugs in her system. The sheriff's office then initiated an internal affairs investigation on March 8, 2013. <br /><br />On Dec. 5 — some nine months later — Milwaukee County Assistant District Attorney Ron Dague reviewed the case and closed it without charging Weyker. He noted that Quiles' "squad failed to stop/yield to an auto in the active traffic lane." When Quiles was interviewed Dec. 17 by internal affairs at the sheriff's office, he admitted his failure to stop. Quiles told investigators that when he wrote the original report, he believed he had come to a complete stop. Asked if he believed he was at fault for the accident, Quiles replied, "That's correct." 1970 Cuda, original owner/racer, and the car is stolen in 2001... and found this year, but cops could not seize and return it... because Oregon has a 3 year statute of limitations, after 3 yrs, stolen property belong to the thief!

Go get it!" said Rick White. <br /><br />But they said police told them they could not recover the car, even though the Whites have the title. <br /><br />Sergeant Pete Simpson with the Portland Police Bureau said the statute of limitations, three years, ran out, and with no crime to prosecute, police can't just get a warrant and get the car, like some might think. <br /><br />Police said the man who has the car is Lee Sitton, who lives near Troutdale. They received a letter last month saying there was a lien on the car for thousands of dollars in unpaid storage and service fees at Budget Towing.
